Panama Canal booking slots and auctions (2026)

Reviewed 31 Oct 2026 · Written from official authority documents · How we work

While the Panama Canal watershed is short of water, the ACP says the booking system is the only way to guarantee a transit date. Vessels without a booking may face "extremely extensive delays". This guide explains how slots are allocated, what auctions cost, and what's changing for 2027.

How many slots there are

From booking dates of 15 October 2026 the ACP offers 33 booking slots a day: 10 for the Neopanamax locks, 18 for "Supers" (91 ft beam to under 107 ft) and 5 for "Regulares" (under 91 ft) in the Panamax locks (Advisory A-36-2026).

For context, the ACP gives the normal capacity of the Panamax locks as 34–36 vessels a day and the Neopanamax locks as 9–11, with a maximum sustainable total of about 36–38 (A-38-2026).

In September 2026 the ACP reported booked Neopanamax slots at 107% of the published number (that number excludes extra auctioned slots), Supers at 98% and Regulares at 96% (A-38-2026). Demand fills almost every slot.

For Neopanamax booking dates from 15 October 2026, A-36-2026 also lifted the limits on how many slots one customer can win per date or week, and allows slots on consecutive dates.

How slots are allocated

Slots are released in booking periods and allocated through the Transit Reservation (Booking) System, under the rules in Notice to Shipping N-07. The main routes to a slot:

  • Regular booking competitions within each booking period, ranked by customer ranking and other criteria.
  • Auctions for slots the ACP offers to the highest bidder. In September 2026 the ACP offered 339 auctioned slots and 291 were used (A-38-2026).
  • Long-Term Slot Allocation (LoTSA) packages, bought in advance for a whole season (see below).
  • Last-Minute Reservations, offered at the ACP's discretion when a slot opens up, now at both lock sets again (A-39-2026). Not a plan, but a fallback.

What auction slots sell for

The ACP doesn't publish a full record of winning bids. These are the figures it has given and the records reported in the trade press:

WhenFigureSource
Early 2026Average auction price about USD 135,000–140,000ACP, as reported by Maritime Executive and Seatrade
April 2026Average about USD 385,000ACP, as reported by Maritime Executive
April 2026Top bids USD 1.7 million (Panamax) and USD 4.0 million (Neopanamax)Argus data, as reported by Maritime Executive
Mid-August 2026USD 4.6 million for one slot, a record at the timeBloomberg, as reported by the trade press
Late August 2026USD 5.3 million for a 1 September transit, the current recordgCaptain, The Star

The ACP has said these prices reflect "only temporary conditions driven by high demand", not tariff increases. Auctions are optional: they're a way to buy certainty when the queue is long.

Waiting without a booking

The ACP's Canal Waters Time (arrival to completing the transit, booked and unbooked together) averaged 38 hours in September 2026, with the slowest day at 78 hours. That's against about 20 hours through 2025. The ACP warns that vessels without a reservation "may experience extremely extensive delays" (A-39-2026). See the chart.

Late cancellation surcharge

From 15 October 2026, cancelling 4 days or less before the required arrival time (or failing to arrive within 7 days after it) costs a surcharge of 250% of the reservation fee, on top of the related booking tariffs (A-37-2026, tariff 1050.IBC9).

LoTSA 2027: long-term packages

What to do

  • Book early for any transit where the date matters, and plan for the late-cancellation surcharge.
  • If you have a fixed itinerary through the 2027 dry season, look at LoTSA now. The competitions are in November.
  • If you're unbooked and in a hurry, ask your agent about auctions and Last-Minute Reservations, and what they're likely to cost.
