Panama Canal Transit Requirements (2026 Guide)

Planning a Panama Canal transit means clearing the Panama Canal Authority's (ACP) documentation, admeasurement, and booking requirements before your vessel reaches Canal waters. Miss a window or submit the wrong paperwork and you risk delay, repositioning costs, or losing your transit slot. This guide covers what's required in 2026 and where a licensed transit agent fits in.

Who must use a transit agent

The Panama Canal is a managed waterway. In practice, owners and operators arrange transit through a licensed ship agent who handles ACP filings, admeasurement coordination, booking, pilot and inspection scheduling, and payment. The agent is your single point of contact with the ACP and the local service providers — boarding officers, line handlers, tug and launch services, and bunker or husbandry suppliers.

Admeasurement and documentation

Every vessel must be admeasured to determine its Panama Canal tonnage (PC/UMS), which drives tolls. For admeasurement, vessel drawings must be submitted through the ACP's VUMPA platform (Visit Management / Vessel Documents section) — not by email — at least 96 hours before the vessel's arrival at Panama Canal waters, following the criteria in the ACP's automatic "Admeasurement Documentation Request" notification.

Typical documentation handled through your agent includes:

Booking (Transit Reservation System)

The ACP runs a Transit Reservation (Booking) System with set windows that differ by lock type:

The ACP may also offer transit date advancement (moving a booked vessel earlier) based on booking date, ETA/arrival, vessel mix, and Canal capacity; an advancement fee applies per the Official Maritime Tariff. Booking strategy materially affects waiting time — one of the clearest areas where an experienced agent adds value.

Vessel size limits

The ACP enforces dimension limits strictly — there are no waivers for being slightly oversized.

Panamax (original locks)

Neopanamax (expanded locks)

⚠️ Draft is seasonal. The maximum authorized draft depends on Gatun Lake's water level and can change at short notice. Always confirm the current maximum draft with the ACP or your agent before fixing cargo.

Fees and tolls

Tolls are based on vessel type, Panama Canal tonnage, and (for some segments) TEU or displacement, plus reservation and ancillary charges set in the Official Maritime Tariff. Because the tariff is revised periodically, confirm current figures with your agent rather than relying on older published numbers.

Why this is hard to do alone

Between the 96-hour admeasurement deadline, lock-specific booking windows, seasonal draft limits, and strict dimension enforcement, a single missed step can cost a transit slot. A licensed Panama Canal agent manages the timeline end to end and represents you locally 24/7.
